Timmins Reveals Priority Occupations for New Permanent Residence Pathways. No LMIA.

Timmins, a vibrant community in Northern Ontario, has become the first city to announce its priority occupations and sectors for two new immigration pathways: the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP).

As one of the few communities participating in both programs, Timmins is paving the way for skilled foreign workers to secure permanent residency in Canada while addressing local labor shortages.

Priority Sectors for RCIP & FCIP

Timmins has identified the following key sectors for both immigration pilots:

  • Healthcare

  • Education, Law, and Social/Community Services

  • Trades and Transport (Excluding taxi dispatchers and drivers)

  • Natural Resources and Agriculture

  • Business, Finance, and Administration

Only employers operating in these sectors will be eligible to hire through the RCIP and FCIP programs. You can find the various eligible jobs at Questjobs.io

Why Are These Occupations Important?

To qualify for either pilot, candidates must have a job offer from a designated employer in one of the listed occupations. Timmins has also outlined employer requirements, with a full list of approved businesses expected soon.

Other participating communities are set to release their priority occupations in the coming months.

About the RCIP & FCIP Programs

Launched on January 30, 2025, these employer-driven pilots aim to:

  • RCIP: Help rural communities (outside Quebec) fill labor gaps by offering permanent residency to skilled workers.

  • FCIP: Support French-speaking immigrants (with intermediate proficiency) in key occupations within select communities.

Both programs provide LMIA-exempt work permits and a direct pathway to permanent residency for eligible candidates.

Eligibility Requirements

Applicants must meet criteria including:
✅ Work experience
✅ Language proficiency (English for RCIP, French for FCIP)
✅ Education credentials
✅ Proof of settlement funds
✅ A valid job offer from a designated employer

A total of 18 communities are participating across Canada.
