Effective July 4, 2025, the Manitoba Provincial Nominee Program (MPNP) has temporarily paused accepting new Employer Services applications, with an anticipated reopening on August 5, 2025. This temporary halt affects foreign nationals whose Manitoba employers planned to submit their nomination applications within this period. Employers and applicants must delay their submissions until the intake resumes on August 5.
Understanding the Employer Services Stream
The Employer Services stream under the Manitoba Provincial Nominee Program (MPNP) allows employers in Manitoba to attract and retain skilled international talent. It offers Manitoba-based employers a streamlined process to support foreign workers whose skills match provincial labour market requirements.
To qualify under Employer Services, candidates must

Be aged between 21 and 45 years (or as specified by the employer).

Possess a minimum of two years' relevant work experience gained within the past five years.

Secure a full-time, long-term job offer that meets Manitoba's employment and wage standards.

Meet the Canadian Language Benchmark (CLB) requirements: CLB 5 for TEER 0, 1, 2, or 3 positions, and CLB 4 for TEER 4 or 5 positions.

Hold relevant post-secondary education or training specific to the occupation.

Obtain required licensure or certification if applicable to the occupation.
Employer Eligibility for MPNP
Manitoba employers must also meet certain criteria, including demonstrating their ability to meet provincial employment standards and offering genuine, long-term employment opportunities.
Priority for Overseas Workers
The MPNP currently prioritizes foreign nationals with confirmed job offers from employers approved under the Employer Services stream, issuing Invitations to Apply (ITAs) accordingly. Manitoba is authorized to issue 4,750 provincial nominations this year.
