How to qualify for PR under ELSS
Work in B.C. and hold a full-time, non-seasonal job offer in an eligible ELSS occupation (tourism/hospitality, long-haul trucking, food processing, or TEER 4–5 in NE region).
Have worked full-time for your current B.C. employer for at least 9 consecutive months before registering/applying.
Meet language of at least CLB 4 (higher is better/safer).
Meet wage and minimum income requirements for your region and household size.
Hold valid work authorization and meet education/experience standards for the job.
Employer needs to be established and in good standing in B.C., offering a full-time, indeterminate position that meets wage standards and must meet BC PNP’s employer eligibility criteria (operations in B.C., compliance history, ability to fulfill the offer).
Roadmap to Apply for the BC PNP (Entry Level & Semi-Skilled / Employer-Driven Pathways)
Create a Profile in BC PNP Online
Applicants must first register an online profile with the BC Provincial Nominee Program (BC PNP). During registration, applicants provide personal details, education, work history, language results, and job offer information. The system assigns a registration score based on factors such as the applicant’s job offer, wage, location of employment, education, and language ability.
Receive Invitation to Apply (ITA)
Periodically, BC PNP conducts draws to invite top-scoring registrants. Invitations are issued according to occupational priorities, regional needs, and program capacity. Minimum score thresholds vary and are publicly updated on the WelcomeBC website. Only candidates who receive an invitation may proceed to submit a full application.
Submit a Complete Application
Invited candidates have a limited time (usually 30 days) to submit their complete application through BC PNP Online. This requires uploading supporting documents, including a valid job offer letter from a BC employer, proof of employment (pay stubs, contracts), language test results (CLB 4 or higher for NOC TEER 4–5 jobs), identity and status documents (work permit, passport, etc.). An application fee is paid at this stage.
BC PNP Assessment and Nomination
BC PNP officers review the application for eligibility, authenticity of the job offer, and compliance with program rules. If approved, the applicant receives a provincial nomination certificate. A nomination provides 600 additional Comprehensive Ranking System (CRS) points if applying through Express Entry, or direct eligibility to apply for permanent residence under the non-Express Entry stream.
Apply for Permanent Residence with IRCC
With the nomination, the applicant submits a PR application to Immigration, Refugees and Citizenship Canada (IRCC). This step includes medical checks, security screening, and federal admissibility assessments. And If successful, the applicant and their family members receive Canadian permanent residency.
